Cybran does not have T2 Hover
Nobody other than Cybran has T2 seabed assault/sneak capability
It can be argued that Wagners are actually better, fundamentally, than the three hovertanks, for actually winning the game. They are fast, strong, and sneaky AF, which is what Cybran are all about. Is the Wagner a lack of a Hovertank, or is it a unique unit. Should the other factions be given sneaky bottom-huggers?
The Wagner is an example of positive diversity, yes. That doesn't change the fact that three factions having hover is negative diversity.
Let me put it another way: It would be better for diversity if
everyone had a unique method of amphibious assault rather than just the Cybran. The Cybran have the Wagner, the Aeon keep hover, the UEF and Seraphim get their own unique method of filling that niche. For example, why not give the UEF a transport ship instead of a hover unit? I'm arguing we solve the OP's problem in a way that doesn't involve buffing Cybran or nerfing other factions.
