Make t3 naval HQs die to naval nukes, all of them.

Give cybran buildings proper regen, all of them.

Generally speaking, I like the changes.

The thing I do not like is that UEF doesn't need more late game strength.

The difference between UEF and Sera/Aeon t3 mexes and pgens seems a little extreme. I personally play Sera (among other things) because I perceive them as overall tanky (but not turtly like UEF), that undermines my totally subjective perception of my faction.
