We dont have 3 factions, we have 4, if you want to play a game with only 3 balanced factions go play starcraft.
Advantages of buffing UEF are have something to play if you hate cheese, weird chicken spam or be annihilated by mongooses.

I'm considering writing a full inquiry into the janus fiasco and have so far have the following chapters planned:

Mass for mass (not even factoring power costs) loses horribly to inties rendering any advantage over other fighter bombers entirely useless
Might be the best t2 f/b for killing grouped t1 pgens, though can unreliable
Is the worst at killing absolutely everything else
Is worst at killing and surviving any and all aa

Can be effective if:

Your opponent sees you have gone t2 air but doesn't check to see what you are building
Your opponent doesn't build flak or more inties to ensure he has air
Your opponent just generally doesn't react in any way
Your opponent sees you going t2 air to build janus, disregards it, assumes he is hallucinating and continues to take your expansions

Because of the reasons Swol cited, Janus needs a buff because it is shit vs. units of its tech and lower techs.
