If you make a balance mod then it helps out in two ways: People can see the actual impact of changes being discussed, and it's also very, very easy to implement.

I don't think having Zock as a councillor is a reason to cancel your project

A well considered list of changes would be useful for him to peruse. There's many excellent scattered ideas posted here in the forums - collating them, sorting them, distilling the key ideas and producing a new list of really excellent changes would be of benefit to all.

You're also assuming I have nothing to offer - even if you & Zock have excellent skills at balancing and gameplay design this is a complex game with thousands of variables and dozens of units. A gambling man would be betting that you miss something.

What Zock may want (ask him) is someone to make a suggestion to him and ask if he would be interested in testing the result. Do the coding and give to Zock. This would likely allow the change to be made quickly for Zock.
