T1 arty accuracy

I'm sure this has been brought up before but I can't find it. Why are T1 artillery so accurate? This especially applies to the Zthuee (yes, my Percies just got owned by Zthuees).

Perhaps accuracy should be reduced such that a static target (e.g. ACU) takes half the damage, and dodging is less effective. Though this has a side effect that they are less good vs mexes.
