His argument is that noone does that for obvious reason - It doesn't work!!! The arty is not accurate enough to consistantly hit moving units.
If you fail to understand it then you are a lost cause.

Can't remember who said this first but I liked the idea of the scathis being slightly faster to deploy and to move, and able to fire from underwater. An underwater artillery is not something that common and could be useful in some flooded maps (like bunny roanoke), given it's properly escorted.
If anything we should decide on something and try it on the FAF beta balance patch! So we could get real feedback on what's going on instead of just, well, words.

First of all it's because the scathis will most likely end up as a game ender because they currently don't have one.

Secondly balancing the scathis so that it's worth building it with navy dominance instead of just making battleships while still having it balanced for land maps vs armies, t2 arty and fatboys is almost impossible.

Also because it can end up being abused too easily. Especially in function of the map. It would also be the only amphibious unit that can fire from seabed level (apart from weak torpedo).
The only way i see would be to drasticaly change the firing pattern (range, dps) in function of the where it shoot from. This would be a nightmare to balance. There way better way of balancing this unit.
