How is giving the wagner a way to avoid the hard counter to hover spam (frigates) balanced?

I guess we should give UEF t3 transports a SAM on their back as well Kappa.

We should let their t1 sub travel on land too. Also we can let them into transports and have air-sub ghetto gunships.

So the subs will shot down at land units with the deck gun, and use torpedoes from the air to attack enemy subs. Sub ghetto gunships for the win.

The Riptide can be a surface unit in water and a regular tank on land, (coding should be possible since the Salem is a thing) rather than being a hover unit. Give it some slight buffs to make up for being vulnerable to torpedoes. Make it the toughest amphibious unit but with none of the bonus immunity to certain weapons the others have.

It's the Seraphim that are tricky, but I'd be happy just seeing the Riptide changed to be something more interesting.

Nah, Riptide is not a boat, see engineers as example, they navigate through water but Riptide dont touch it
We have "Continentals" so moving shit around must be important.
