It's true, but it's not final and instead of spending hours on discussing things that might be changed or completely removed anyway i/we rather spent the time on working on it to get to a point where there is more to discuss about. That is the main reason why there is no big public discussion about all the things we're trying and considering in this phase of the patch (but it will come later), and why the balancing process is generally not more open and transparent. However, everyone knows the scope of the patch and is very welcome to share and discuss his ideas and thoughts about it on this forum, and we're reading and considering everything posted here.
There will be a detailed explanation about every change and the reasoning behind it, with opportunity to discuss when the changes hit alpha (for everyone who helps testing the patch) and beta (for everyone else) like it was in the last patch.
But you can find some of the reasoning in the poll about the scope of the patch and more in the topics about t3 land changes from the patch before the previous one (last patch in Zep times with me as Team Leader), including many pages of public discussion.
A very short and simplified answer is to make them weaker against t2 and sniperbots.
