Or we just reduce their speed to F/B speed (-2). Inties can keep up better, but not too well until the turn. Static flak now stops them. Mobile flak hits them on the turn. Take longer to reach target = more time to react, more time on radar.

The unit isn't broken, it's just a bit out. IMO it will only take some small tweaks to a few digits here and there to make them totally fine.

How long does it drop for? Switch mode for half a second, drop, then switch back? Will that help?

Sounds to me like it'll just require a lot of micro, and become stupid or impossible to use if you don't know about the 'actually use my weapons now' mode.

All you would have to do is have the bomb drop timer reset every time the bomber enters transit mode. Can't fire for 4 seconds or whatever after slowing down so that targeting systems can warm up.

More modes for single unit that you have to manually swirch is really bad idea, there is simply no time for that and you ll have no idea which one is switched to what
