- Cybran ACU base regen to 17 (from 18).

looking at the numbers:
in 3599 Cybran ACU base regen was 15
currently base regen is 18

with change to 17 (from 18) still higher than 15
witch is still almost twice(*1.7) regen than other ACU, yes its paper that's because its Cybran ACU.
1hp/s regen should not make noticeable difference for ACU.
