Sometimes balancing a unit is more about the perception of the unit by the players than the unit itself. This is one of those times. The chosen change is going to have no real effect on gameplay, whether the unit is being 'Abused' or not, but it WILL have an effect on people's minds. Those who thought it was OP will be satisfied, those who knew it was fine will be irritated, those with a brain will realise this change does nothing.
