I don't see why the wagner wold become superfluous. The niche of the wagner would be : amphibious tank. It will have more torpedo dps. It enhances its role as amphibious tank instead of making it good for everything, and on top of that amphibious.
With 4 speed, it will be aslo a good raider unit, coupled with mobile stealth deceiver that also has 4 speed, it can be nice also on land maps where speed matters (like open palms).

For now, the rhino is precisely superfluous, because the supposedly "speciliazed tank" is better than the supposedly default tank in all situations.

The Rhino should not get 1450 HP. The Cybran design philosophy for its main land tanks relative to UEF (Which is how the Devs intended the faction to be balanced) is 'Lower HP, *Higher speed*, Higher but less frontloaded DPS'. The current Rhino is nicely done relative to the Pillar, both ingame and in terms of factional philosophy. The Wegner is just too good, and so that is the unit which should be changed. I'm with massively buffing the Amphibious function and leaving it the weakest of the Hovertanks on land (<50% Rhino DPS, <Rhino HP, 3.7 Speed, massive Torpedo DPS).

Having some really decent torps on wagner would make for some nice faction diversity.

I wouldnt buff hover tank speed too mutch. They already are very strong against navy making them too fast could be critical.

What are you talking about? If the rhino gets the price of the wagner (300 mass), 1450 HP will still be less than a pillar (1500 HP) that costs only 200 mass. Rhino already have more speed than pillar. Your concern about the faction design is empty.
