What are you guys using to do heightmap editing?

Heightmap editing I need something that will read the raw export files, and "translate/transpose" terrain into 90 or 270 degree angles etc. I want to do one side of the map then flip it to the other side for symmetry. I have had zero success getting anything to read the raw files that the editor spits out. I dont have PS so help me with cheap free alternatives please.

Photoshop + World Machine is what I use, but I imagine GIMP may work as well

Thanks for the quick reply I did find a working copy of PS that does what I need for this. Should make for some interesting map making.
