T3 subs and aircraft carriers

I've said this before, so I'll keep it short: T3 subs and carries are essentially useless. I'd like to see that fixed.

Changes to T3 missile subs:
Missile weapon ranged improved to 175. (For reference, aeon battleship has 100 range, UEF battleship has 150.)
Missile top speed doubled.
Missile tracking enabled. (Tracks moving targets.)
Missile turn speed (after initial launch) reduced to 0.5 (degrees per second).
Cybran sub gets only 150 range, but gets stealth.

Changes to T3 carriers:
Add omni radar (range 70).
Improve anti-air range to 80. (Add tracking to cybran carrier AA projectiles or else they won't hit anything above range 40.)
Make the Seraphim carrier missile weapon similar to the sub missile weapons, as in the changes above. (Increase cost to 10,000 mass.)

This will:
-Enable missile subs to be useful for taking down large, tech three ships, like battleships.
-Leave missile subs vulnerable to any anti-sub weapon that can get close.
-Make carriers useful along-side cruisers for providing fleet anti-air.
-Make carriers useful in deterring attacks by stealth ships, subs, and HARMs.
-Make all those TMD on battleships, cruisers, and other ships finally have a point.

I've tested this extensively in my balanced mods and it works fantastically.
