Charge bar bug

So whenever I join a squad I get the charge bar but nobody else does, is this a bug? I even got it once not being the highest rank.

It is a bug, I would like the other people logs, but I think I know why.

i am squad leader, clicked attack on p 68, then charge bar appeas for 1 sec, then dissapers, and goes to omit again
