The Jester is a purpose built gunship. The "ghetto gunship" is just that, an improvised solution to having a T1 gunship.
1) Consider that the Cybran have inferior ghetto gunships, and the problem looks less severe.
2) Jesters are expensive, nearly the price of a T2 gunship, putting them squarely in the T1.5 category.
3) 2 interceptors and a bomber can be purchased for the same mass as a Jester, and would fill much the same role.
4) Seraphim lack both ghetto gunships and t1 gunships.
5) Jesters don't nearly have the same utility as transports, which can ferry engineers, troops, and be converted to ghetto gunships. The price of the transport is justified.
6) If an interceptor attacks a transport, you can unload your LABs and continue Mex harassment. A Jester is simply shot down.
7) Ghetto gunships have a higher DPS than the Jester, justifying the price.
8) UEF had institutional slavery and was building WMDs, Aeon attempted a religious genocide of all other factions, and later half left to join the Seraphim when they arrived to commit genocide. The Jester understood. Treated it like a joke, but it understood. It saw the cracks in society, saw the little men in Cybran ACUs trying to hold it together … It saw the true face of the thirty-ninth century and chose to become a reflection of it, a parody of it. No one else saw the joke. That's why it is lonely.
