Do you think it would be a good idea to have intel on buildings never change when they are stealthed or outside of sensor range ? Meaning a building that you scouted will remain on intel screen and targetable even once it's gone, and building that gets constructed won't appear until you get a sensor fix (that is already the case), and buildings should not disappear from intel once a stealth field comes online (I remember reading here that they did disappear in that case).

Also second question, can it be made that way ?

+1. An other way to achieve the desired result regarding targetting would be to make anything that is not in radar (bearing in mind stealth)/vision range untargetable, forcing you to use ground fire.
Not sure how technically feasible that is though.

That would not be enough, even if you did that, a player would still know if a building went down, because the intel icon gets darker when it does,
