Strongly agree with this. I have seen some players with poor ratings that play great and some players with higher ratings that play badly. It happens. It's pretty hard to free ride off of other players to get your rating to go up... because the points gained or lost are based on the match up. Unless I'm missing something? I'd say that the main reason why it happens is that there are a lot of different skills in sup com, and people have different strengths etc. If you put someone in a position they're better at they play better than their rating etc.
Anyways, gold stars would be susceptible to the same problem. It could also turn rating into a popularity contest. It also would enable bad players to assess other players... people often blame the wrong person for a loss. People in general will probably do a really bad job of rating others... much better to let the results determine the rating.
Like Brnk said, the rating system is really, really good. In my experience, a really small amount of games is swung based on someone being way worse/way better than his rating. As long as you intelligently balance positions before the game, the games are often really close.
I'm guessing that the phenomenon you're noticing is more the result of people having good/bad games. I'm ~1350, but some games I crush a ~1700, and some games I just blow it for my team. Part of that is being good/bad at different maps, and another part is people having a particularly good game. Sup com is often swung by really small decisions and slim margins. If you're tired and forget to turn on infinite build on a factory, it can be the different between a stomp and being stomped. It's the nature of the game. No rating system will avoid that.
