Decoupling the lobby from the game

Would it be possible to decouple the game from the lobby as it currently is? It seems like the technology to do so is there, as all the important information about a player is in a client. It would be very useful to be able to watch replays while waiting for a game to fill up. It seems to be possible to populate a lobby with people in the right slots from the "Rehost game" function.

Is this possible? I am just spit balling and wondering if this has been thought of before.

Technically it would be possible, but the amount of work involved would be immense (think of all the fancy settings you can configure in the lobby today).
This is probably never going to happen.
