Make all mods be autodownloadable

I've tried to create a room with 3 simple mods, but every single one who joins gets kicked because has no mods, and nobody minds downloading them from vault. Please fix or allow this.

What kind of "simple mod" did you use?
Were the people trying to join downloading the mods?

The FAF Client asks you if you want to do so if you try to join a game with sim mods enabled.
