Well, everyone should know what these icons represent since most of them are also used in the game. Thrust me when I say that you should learn these icons if you want to be a good player.

No, that is very bad idea and I agree with Uveso that Infotext is to way to long to be displayed near all icons. Thats why we use icons in the first place

Why not simply add the Chat to the UnitManger. This way you can go klicking units and still read or answer the chat.
Mabye with a small tab on the bottom screen to expand or collapse the Chatwindow

However, adding chat functionality to the UnitsManger might be too complicated and I think it will not be worth it. It would be better if you try to decouple chat from the lobby code and move it to separate module that is hosted in a separate collapsible/movable window such that it is always visible on top of other screens (e.g. Map Options). As to the issue of host appearing afk while setting restrictions, maybe UnitsManger should post messages to chat window when a restriction is being enabled.
