Integration of Lobby Manager

I would like to propose, if possible the integration of Duck42s Ban/Probation Lobby Manager tool.

It does not increase, decrease or change the difficulty of the game nor does it assist a player within the game itself.

It simply allows real blacklisting, banning, warning and autokicking of said players from the Supreme Commander lobby.
