Buff Capture, remove ability from t1 engies

So you have to get your own body or a t2 engineer into the action.

Sadly this would cut out any attempt of forming a metagame around capturing civilians in early game (instead of always reclaiming them) but oh well.

well we should maybe make capture range as big as build/reclaim range...

What's the problem with t1 engies being able to capture? The things they capture (mex, t1 radar, t1 aa) they could also reclaim and rebuild. Capturing tech (engies, factories) is mostly too slow for a t1 engy to do anyway.

How about we make it so that if a drone is within proximity of a commander the commander can eat it and the player who uses it abusively to get reclaim on team game maps is banned from FaF?

Well would be great at least that we can see the ring of capture.. but i think buffing range wouldbe only strong for acu vs T1 pd.
