Remove influence of reclaim from observer scoreboard

You know, the mass numbers shown on the board in observer mode, used by casters? How many people want me to try and limit that to static income? It's probably a quick one, IF I can find out where the hell it's harvested from (No luck so far). Crotalus, Blodir, anyone with experience digging into the UI?

Would be nice, it worked in the past so I guess it's just a matter of digging in and seeing what fucked it up?

yep, i worked out how to do this a long time ago ... i dont remember where i stole the code from. Requires faf change, which husar is going to do soon. A few things come at once

- show reclaim in scoreboard
- show team reclaim in scoreboard
- show static mass (ex reclaim) in scoreboard

also im pretty sure it never worked properly in the past... instead it used to show a sliding average of mass income ... which reduced the impact of reclaim spikes. I wouldn't be stunned if it turned out someone deleted the "crazy code"
