now here is the thing, alot of people play ladder, not alot are good at it though but there is always that one guy who has barely 1k or sub 1k rating in global, so in most balances you will mark him as someone who has to be carried if you are in a 1.2k average game. Now this player also could have been playing ladder on the side and have 1.3k rating there, which will make him effectively a much stronger player than his rating suggest and will probably cause him to be imba in most situations, even though teamplay will lack in him he will stomp in the early game. I do know that this will usually be fixed by how the rating system works on its own by correcting his rating within a few games (20 ish), if it wasnt for maps with dedicated airplayers who tend to sometimes just do nothing and get the team killed, even though the ''smurf'' was having a field day farming up kills.
SOLUTION:
1. make it easier to find someones ladder rating, leaderboard takes a while and it gets difficult with ridiculous names.
2. make ladder rating taken into account with the lobby autobalance.
3. show in one way or another ladder rating in the global ingame lobby?
