Add Moritz's layouts and Seiya's transport abuse to vault

Please add Moritz's layouts and Seiya's transport abuse to the FAF vault.

Moritz's layouts changes build menus so that they don't skip to the beginning every time anything is built. It is essential for those not using a widescreen monitor.

Seiya's transport abuse is just plain fun, it allows anything, even anti-air units, to shoot while on board of air transports.

I'll provide the mod files but I don't know if they are outdated.
