3D Modelling in Blender, help please

First post to this forum, hello everyone.

I've been wanting to put together a mod for Forged Alliance for a while now, and have someone who's figured out the basics insofar as coding, but I've been trying to get the modelling of new and reimagined units underway. I use Blender 2.69, and cannot find a file converter for .scm files to something blender can read. I tried a program called 3DConverter for windows, but it just crashed Blender.

Is anyone able to point me in the direction of modelling tools, now that GPGForums are down?

To update, I have the V3.5 SupCom Blender Script, however, I cannot get it to appear in "User Preferences-Addons-Import/Export" so I can enable it. I have placed both Import and Export .py files in the blender addon directory, however they don't seem to be recognised. Can anyone tell me how they are activated?
