New "UI" mod: auto-jammer.

Actually this is sort of balance mod, but you do this manually, so it might be done in ui and by lots of micro)
I thought that jamming for 1k metal is slightly useless if any plane negates it by flying over jammer. So i made it that it auto-disables/enables it each 5 seconds and recreates signatures. Makes jamming useful and makes 1k cost of 'jamming upgrade' on uef's sacu not completely useless.
