As far as I know it is not possible to add (lobby) options to mods. It would be really cool if it was. Instead of having 100 resource bonus mods, 100 build range mods, 100 storage mods, etc, you could have one resource bonus mod that allows specifying the size of the bonus. I've been thinking of creating a balance mod, that buffs or nerfs a team, which can be very helpful for team vs team games of survival games with just 1 team but no difficulty options. That does not really work without such lobby option support though, unless you go make mods such as "buff team 1 HP by 10%", which is ridiculous.

I don't think that is possible indeed. However, you could do something similiar with the Adaptive Maps: publish the code to make them adaptive allowing people to implement it into their maps. You could follow a similiar approach which does allow players to set all of the options - but then the owner of the map needs to implement it.

You can do a fast vote system for all players at the mod start (it has already been done) or template balance system (with a balance preset list).

Or simply give the balance preset choice and at a specific player during mod execution.

Well, its true you can't make lobby options with a "normal" mod inside the modfolder.
BUT you can modify the lobby with a ".SCD" mod. Its a Archive copied directly to the gamdata directory of the game. (See mods like sorian AI, enhanced lobby etc.)
AND its also possible to transport the finished mod directly inside the game, if you decide to help us develop FAF on Git-Hub. (Depends on how usefull the mod will be for all players ;) )

Maybe a good idea to not balance teams and only balance single players.
The code for this is almost there (See AI cheat and build factor)

I really like the idea to add a handicap to a single player!
