Cant enable Hotbuild or GAZ

Hi, I am new, been struggling for hours to get Hotbuild to work. The wiki page suggests that the mods are already built in but I can't seem to find the setting ("Enable Cycle Preview for Hotbuild") in the options, it's not there. I tried to install the Hotbuild mod from the vault but it requires GAZ and GAZ is not in the vault, can someone plz help me?
