Forged Alliance Map Editor

Did the official SC:FA map / scenario editor ever get released? I suppose it must have seeing as there are so many user created maps around..... either that or alternative editors have been made! Where can you find them?

PS/ Heard you can have difficulty using these with the Steam SC:FA though, is that true - and what can you do to fix it?
