xsb. xwb. file conversion

I recently decided to help out a mod dev by making sound effects for him, and after making some great one that he liked, he informed me that the sound files must be in the form of xsb and xwb,

I'm not quite sure if im supposed to have the the same file in both formats, or the file in either/or format.

but that's besides the point. my question is how the heck do you convert .wav files into xsb and xwb?
