Rebinding camera pan controls

I was wondering if there is any mod that allows the re-binding of the camera pan controls which are normally assigned to the arrow keys. I'd like to assign them to wasd so that they are more accessible from my normal hotkey hand position.

Sorry I have another question. Are any mods out there that enable the re-assigning of the function of the alt, ctrl and shift keys to other keys?

Pretty sure no. You could get a windows app could do it
