Internet problem HELP

Ok, so, i've got a brother, he is downloading movies whole day, so i have VERY slow connection.
i cant play anything online, i cant watch youtube even in 240p, even browsing trough simple sites takes forever...
So im looking for a way to... how can i say it... TOOK MY PART OF INTERNET BACK!!!
Anyone knows a way to reserve some MB/s???

There is some software, like net limiter, that can do that : http://www.netlimiter.com/

I guess they are some other (free) bandwidth shaper around, and you know how it's called now

If you have access to your router, you can reserve internet speed for yourself. Look up "QoS" or "Quality of Service". You should be able to set your traffic priority or do the reserve speed thing.

Quant is quite correct. If you go this route, please let me know how well it works. Ive read about the theory but not practice. QoS is your answer.

The biggest problem is i DONT have access to my router anyway thanks for help wveryone, i will try that first method maybe it will work... kinda...
