Hover Experimental pathfinding

The Seraphim (and Aeon) Experimental Hover Tank can be rather unresponsive to movement commands during the late game, with many land units out on the field moving around. It cannot pass through buildings and units, nor walls, which is expected with the "massive" tag it has (Aeon isn't labeled massive). Is this intended?

I see the Nomads hover experimental units can pass through structures and non-exp units, so I know it's not a hover thing. I took a look at the Yenthoza blueprint and compared it to the Fatboy's and the Nomad land experimental unit blueprints, but cannot find what line(s) give the unit the ability to pass through other non-experimental land units. I'm curious as to what allows it, as I'd like try making some unit tweaks myself for testing purposes and out of curiosity.
