Editing BlackOPS ACU to allow all upgrades

Does anyone know whatchanges I'd have to make to specific files to enable a single ACU to recieve all upgrades? All the Upgrade Unlocker Mods are currently broken.

I think he's looking for a mod that will allow a Black Ops CDR to get ALL the upgrades possible from all the other factions including his own.

Perhaps I phrased it wrong. I'm looking for a mod that will allow me to get for example, the Shield Generator, Intell, and Tactical Missile Launcher, upgrades together in the center ACU upgrade slot for the UEF.
One that will allow me to have the antimatter cannon, torpodo launcher, and Rotary Gatling Cannon all at the same time.
