1, Yes this request is ok!
2. Yes, Black Ops is still alive
3. Yes, there is an updated version, and there will be a more updated version in about 14 days. (Working on it right now)
4. No, you can't build Commanders in a Quantumgate. And as i know there are no plans to make this possible inside Black Ops.

If you want to test the Beta (unreleased newest version), then download it from GitHub:

Select as Branch: develop/BlackOps, then click on clone or download an download the zip file

These bugs need to be fixed before we are releasing the next BO version:

Install this mod and you can build ACUs via Quantum gate. Also works without Black Ops.
