Sorian AI does not build custom units in 3611

I just played a 2hr AI battle... AI built 15 GCs but no custom units

Gotta play the Nomads!

Someone gave a shot at this.
If it's still don't work, I'm not able to fix it myself.

Remember that it's a community project. I don't know anything about sorian or blackops. If you have the solution, share it.
