Issues with launching

I've been having issues with the unable to create direct3d bug. I've tried launching the game in windowed mode through steam launch options but it isn't working. I'm probably doing something wrong. Any help would be appreciated.

looks like you need to install directX 9.
i am to lazy to find correct distributive... i just look on internet and install all of them and it usually works on 3rd try at most
