Newbie here, getting big troubles with cheat codes...

Just started the game a few days ago, so surely still have lots to learn!

First of all, it looks like even if I enabled cheat options in skirmish, they're no longer available after I saved the game, exited to windows, and then loaded the game again. Is it a bug or is there a way to go around it?

Second, I tried to disable the AI using Alt+a once the game starts so I can first build something for myself before involving in a war. It appears that even though the computer says something like "enemy AI is toggled", the ACU and factories are still giving new orders... So I just Ctrl+k to all enemy units (I'm in sandbox mode), and then use Alt+F2 to bring back the ACU for the AI after I'm done with my work. But the ACU just stays there forever as the AI never gives order to it. In fact, it looks like AI never use any units I gift to it using Alt+F2. How to resolve these?
