Ladder Matchmaking only giving opponents way below my level

My MMR is ~1k and my last ~20 matches on ladder have all been against opponents with 0..600 MMR.
This has been happening since the 1.11. before that it seemed to work as intended opponents from 800..1200 usualy.

I'm using python-fafclient from AUR on arch linux all up to date.
My Client version is 0.18.1.

I have some issues with initial startup as well, that might be related, but have been going on for longer.
After I upgraded to new Internet the time for checking updates, before starting ladder search, has gone up to 10..30s maybe longer.
But this has been since mid of October.
