WHAT: incorrect resource drain when repairing a damaged nuke launcher that is itself also building a missile.
HOW: build a nuke launcher, set it to auto build missiles. damage the launcher. get acu to assist. acu will repair launcher. note global change in energy/mass drain. stop launcher from building missiles. note again global change in energy/mass drain now when acu starts/stops repairing launcher. its different.

WHY: this if statement is only appropriate if self is building the SiloProjectile, not if self is repairing the Silo itself.
