Outbound Traffic Blocked

Starting today, I've been getting an error stating "Your Outbound Traffic Appears to be Blocked.". It won't go away no matter how many times I restart. Can I get help with this?

well, I think if you attach logs would be nice
it might help to turn Upnp off, in Options -> Settings -> Game Port -> Upnp
