Game bugs or i'm retarded?

2 things.

1) have Aeon aircraft carriers never been able to build strats?
2) OC is doing 12k damage to SACUs. Has this always been a thing?
3) Both of these things seemed completely new to me.

Does OC also penetrate personal shields? Witch makes double damage against scu or even kills it before shield is depleated
