Survival 5th dimension center v6 broken (reopened)

The map still seems to be broken in the 3652 beta even though the issue reported at the time was fixed. The error that was present in the logs before is gone- there is one other error that appears both before and after the patch but not sure if it is related or not.

Same issues as last time:

1. Fog of war is on when it should not be.
2. Power bonus is not functioning.
3. The Defence Object is flagged as an enemy and is not the civilian color.
4. The enemy units are not civilian color.

The map still works fine on the stable version, so it's definitely caused by something in the patch...

It's a new "feature".

Someone wanted the option to show all the enemy civilian building on the map at the start of the game. In order to do that, they briefly ally the civilian army then un-ally it. That code runs after (it should be run before) the survival map script that sets the civilian alliances. The net effect is that all civilian armies end up being enemies of the human players.

Turn off the "Reveal Civilians" lobby option and it should work correctly. Setting civilians to neutral should fix the color problem and it might also fix the other issue (I only tested the Reveal Civilians option).
