I played two games last weekend and to my surprise the sound problems seem to be over. I disabled HDMI sound in the Windows sound settings and I guess that may have sorted it.

I had all the same sound issues. for example, clicking on a factory makes a noise, building noises... they were all gone. Making sure my soundcard was set to Stereo and i changed it from 48000khz to 41000khz fixed it for me. Thank you to Cerberus13

My game sound was not working, each sound played one time then stopped, and the music was switching off/on.

Changing sounds settings from 48000 HZ to 44100 HZ (and restarting the computer) resolved the sound problem too. Thank you!

Method:
-Right click on windows sound icon -> sound devices,
-Right click on active speaker -> properties,
-Advanced statistics tab,
-Sound quality from 48000 HZ to 44100 HZ

I had the same problem, only heard every sound once or twice, then never again.
Switching to lower hertz did not work

It worked after I run it once through steam. Steam installed a 2009 version of directx before starting the gamea.
I think Elex installed a newer version, and that was what broke the sound

Has everyone tried reinstalling sound drivers? That fixed this issue for me. If all else fails do a clean windows install.

For me it happens when I plug in an HDMI cable into the video card. For some reason the NVIDIA High Definition Audio and Virtual Audio Device cause certain sounds to cut out. I have to disable both of the NVIDIA sound devices in device manager and unplug the hdmi cable from the back of the video card. When I use the hdmi port on my video card and want sound over hdmi I I have to renable the devices. A bit annoying but at least I can hear, "Nuclear Launch Detected" again.
