Are the Nomads broken?

Sometimes, I will be stuck on the "In Transit" screen while playing the Nomads. I can also sometimes pass the in transit screen but my commander won't appear. The selection outline will, but the commander won't.

Since last FAF patch, yes Nomads are broken.
