Eye of Rihanne not working?

I tried in two games now, but I cannot spot the eye anywhere. Yes, I had enough power. I played one of these games with cheats on and a paragon.

Any idea? Does it work for you?

do you have at least 10 (or 15?) k energy storage? it requires this boost to launch
