My case is the following :
I have a damaged factory (UEF land) and I start to upgrade my factory. Then while upgrading, I tell my commander and some engineers to repair it.
Result: they stared at my factory and do nothing (but they all have a progression bar with the same level as the current health of the factory and the construction animation was enabled).
I have the same bug with other factions and other buildings.
My version is 3623 (today) but this bug was already in 3622 (before I don't know).
