Possibly, and I can definitely see why people allow giving. There are downsides to having a base given. However, there are also upsides to it, such as if you have put a lot of resources into having the ACU killed, you can suddenly find yourself hit by all the units you bypassed to do it.
Swings and roundabouts, which is why I'm leaving it up to the individual teams.

If you decide to play with noobs, you run into the regular problems. The obvious is never clear to them and they simultaneously don't listen and challenge you on it. Based on the players who are willing to play, the rules will be standard. It will be a regular setons sunday.
